Commissioner Garner has been a resident of Pike County since 1971. He graduated from Pike County High School in 1982. He married Pamela Hubbard Garner in 1988, and they have two children, Amanda and Abigail.
He is a hobby mechanic, and he also enjoys hunting. He has been a Hunting Director and Bench Show Judge for the United Kennel Club since 1998.
Commissioner Garner has worked as the Spalding County Public Works Director since 1993 and has served as the Pike County District 4 Commissioner since 1996. He has finished classes from the Association County Commissioners of Georgia (ACCG) for Certified Commissioner.
He pledges that he always has and will continue to be conservative and always vote his conscience. He also states that he has no personal agendas, and he keeps an open mind for all agendas for the county.
